A while ago I designed simple Avengers-themed loli costumes for cosplay project. My friends’ reactions were like, “Imagine if these dresses are their actual costume upgrade~! Tony is the only one wearing pants LOL”

The Red Scare period that turned many Americans against Communist Russia happened during the time that Steve was asleep.
True that Russia turned Communist in 1918 but America didn’t have an major issue with it until the Cold War because before that because first they were fucking busy being Isolationists then blowing up shit in Eastern Europe.
If you’re going off the idea that Steve was exposed to pop culture that continues the Red-Russian stereotype like the James Bond villains and allowed this to influence him, that could be one argument for this but from the Avengers movie it is made very clear that Steve is blind to much of modern Pop Culture due to his stint as a Capsickle. So there goes that.
Tl;dr Steve was asleep during the Red Scare.
